Eventually, Senator D. Feinstein brokered the Headwaters agreement, that purchased large areas of old-growth Redwood, in exchange for $480 M, and ensured the protection of threatened species under a Habitat Conservation Plan (HCP). This talk concerns how that HCP was put together.
