					<description>Estonia’s electricity sector is one of the most carbon-intensive in the EU: in 2018, around 80% of the country’s consumed electricity was still produced from oil shale. This study will propose and analyse institutional, administrative and growth-sustaining reforms in Estonia that will enable the country to achieve climate-neutral electricity production by 2050 while addressing any adverse socio-economic impacts of decarbonisation.</description>
