SEI Asia is advancing sustainable river and wetland management with its More Rivers Tool, a state-of-the-art web-based decision support system designed to address riverbank erosion and wetland dynamics. Building on its successful deployment in the Ayeyarwady River (Myanmar) under the SERVIR-Mekong initiative, this tool is now expanding to the Lower Mekong and Meghna Rivers. By leveraging remote sensing data, the tool provides crucial insights for riverbank protection, restoration and sustainable water resource management. This initiative aligns with SEI Asia’s commitment to reducing climate risks and promoting resilient ecosystems, furthering its reputation and impact across South and Southeast Asia.


Our objective is to enhance and expand the More Rivers Tool for comprehensive and sustainable river management across South and Southeast Asia. We aim to extend the tool’s application from Myanmar to the Lower Mekong, Brahmaputra and Meghna Rivers (India, Bangladesh), providing critical insights for effective decision-making and community resilience.

The role

To support the project, we are seeking an experienced web developer to join our project team from August to October 2024. The successful candidate will be responsible for integrating Google Earth Engine with a Digital Ocean server and developing a user-friendly front end.

Specific goals

  1. Upgrade the UI: updating the user interface (UI) and user experience while enhancing backend data infrastructure for improved performance.
  2. Regional expansion: fully develop and adapt the tool for use in the Lower Mekong and Brahmaputra Rivers.


  • Integrate Google Earth Engine data with our Digital Ocean server.
  • Design and develop a responsive, intuitive front end for data visualization.
  • Collaborate with the project manager and other team members to meet project deadlines.
  • Troubleshoot and optimize the application for maximum speed and scalability.
  • Document the development process, architecture and standard components.

Key tasks and outputs

The web-GIS developer is expected to perform the following tasks:

  1. Develop a new web interface:
  • Concept creation: collaborate with SEI to design a detailed web interface concept that outlines necessary functionalities for the More Rivers Tool and the Wetland Monitoring Tool.
    • Output: documented web interface design and associated functions reported to the Project Leader.
    • Delivery date: 15 August 2024.

Examples of web-GIS interfaces can be found at Asia River Monitoring or Dancing River v2. SEI will provide the raster outputs developed from the Google Earth Engine tool.

  • Interface development: create an interactive web interface allowing end-users to engage with Google Earth Engine scripts, analyze remote sensing images and generate quantitative estimates of morphological and wetland changes.
    • Output: functioning interface developed that interacts with the raster in Google Earth Engine assets and performs functions to display monthly and/or yearly erosion and deposition areas as per data selected, as well as view charts showing other analytics as per agreement following discussion with SEI in August 2024.
    • Delivery dates:

Version one: 15 September 2024.

Final version: 15 October 2024.

2.  Troubleshoot and maintain: address any issues arising from the web-GIS platform for up to two months post-delivery.

3.  Source code sharing: provide all source codes to SEI within 30 days after the contract period ends.

Qualifications and skills

  • Advanced university degree in computer engineering, geoinformatics, IT or similar.
  • 3-5 years of relevant experience in software development.
  • Experience in the development of Python/JavaScript web applications (desktop and online).
  • Experience in server management and cloud services, preferably AWS, Google Cloud, Digital Ocean.
  • Proficient in frontend technologies, including JavaScript, HTML5, CSS.
  • Demonstrable experience with Google Earth Engine API is an asset.
  • Has a good eye for design and UX.
