Building long-term capacity for managing and adapting to climate change in Asia and Africa: Scoping phase

The rationale of the initial five-year programme is to enhance capacity and to better understand and manage risks associated with global change, in particular climate variability and change. Existing national academic institutes within the regions will have a central coordinating role. They will facilitate the assembling and support of the targeted resource groups, and create links between science and policy.

The objectives of the programme are to:

• Develop research capacity of resource.
• Groups at national and regional level to analyse and assess the risk associated with global and climate change and variability.
• Enhance links between resource groups through regional science-technology-policy networks.
• Stimulate science-policy dialogue in the region to ensure that resource groups contribute to the formulation and implementation of climate risk management, and coping and adaptation strategies as a part of national development policies.
