Though the World Trade Organization (WTO) is an obvious candidate for advancing fossil fuel subsidy reform internationally, its engagement on this topic has been limited. A growing body of disputes on renewable energy support measures has been brought before the WTO, but members have yet to initiate legal proceedings against subsidies for oil, coal or gas. This article highlights the range of explanations for this puzzling discrepency, and suggests possible avenues for reform of international trade policy to address fossil fuel subsidies.

This is particularly true in Asia and the Pacific, where ever-escalating development is bringing about a growing raft of environmental and societal challenges. The UN’s 2030 Agenda for Sustainable Development and the accompanying Sustainable Development Goals (SDGs) are addressing these challenges, but how can we support the one billion young people in the region to get involved?
