The United Nations Framework Convention on Climate Change (UNFCCC) commits developed countries “to assist developing countries that are particularly vulnerable to the adverse effects of climate change in meeting costs of adaptation.” Yet defining which countries fit that description remains an unresolved issue, and already, multiple, conflicting approaches have been proposed.
