Alejandro Noguera is a sustainable finance specialist with experience in climate finance, public policy, and the design of mechanisms to mobilize resources for climate action and sustainable development. He has worked with organizations including Colombia’s National Planning Department (DNP), the United Nations system, and the NDC Partnership, supporting collaboration with financial institutions, public entities, development banks, and international cooperation actors. At Colombia’s National Planning Department, Alejandro designed and lead the implementation of the Climate Finance Broker Facility (Corredor de Financiamiento Climático) as the operational mechanism of the country platform to connect climate projects and sectoral priorities with financing opportunities, strengthening climate finance ecosystems and coordination between public and private sector stakeholders.
His interests focus on climate finance architecture, blended finance approaches, sustainable financial instruments, and the alignment of financial flows with climate and development objectives.
Alejandro holds a specialization degree in Finance and is currently pursuing a Master’s degree in Integrated Risk Management at Universidad Externado de Colombia.
