Project launch: Chad national SLCP plan and methane mitigation roadmap

The Ministry of environment, water, and fisheries in Chad has partnered with the Climate and Clean Air Coalition (CCAC) and SEI to develop a national short-lived climate pollutant plan and a national methane roadmap. This launch workshop marks the formal start of that collaboration.

The launch workshop will mark the official start of the project under the leadership of the Ministry of Environment, Water and Fisheries. It will bring together relevant sectoral ministries, national technical institutions, experts, civil society, academia, and technical and financial partners. The workshop aims to align stakeholders on the project’s objectives, scope, governance arrangements, and expected deliverables, while fostering a shared understanding of Chad’s priorities regarding short-lived climate pollutants (SLCPs) and methane. It will also validate the work plan and establish a coordinated pathway toward the development and adoption of:

  • The National SLCP Plan;

  • The National Methane Roadmap;

  • An integrated Monitoring, Reporting and Verification (MRV) framework for SLCPs; and

  • The integration of SLCP and methane mitigation measures into the Nationally Determined Contribution (NDC) and national planning instruments.

Following the launch event, a technical workshop will be held to demonstrate the functionality of the LEAP (Low Emission Analysis Platform) tool. The workshop will focus on analyzing historical trends in SLCPs, air pollutants, and greenhouse gas emissions, as well as exploring future air pollution and climate change mitigation strategies.

Participants will learn how LEAP can be used to model energy systems, including energy supply and demand, and estimate associated emissions of air pollutants, greenhouse gases (GHGs), and SLCPs. A dedicated session will also cover modelling emission sources in the non-energy sector.

The LEAP training will be conducted through a combination of online presentations and practical exercises. Each day, a three-hour session will present key concepts and materials. Between sessions, participants will receive online training resources, including documents and YouTube tutorials, to complete exercises that reinforce the concepts before the following session.

This workshop takes place on 24 February 2026 from 09:00 to 16:00 WAT and is open to participants joining online via Microsoft Teams.
