Harald Winkler
Harald Winkler is an Affiliated Researcher with SEI Africa Centre. His research interests are at the intersection of development, climate, social justice and economics. He wants to explore with others how action on climate change can reduce poverty and inequality.
Harald has extensive experience in climate policy, at the international and national level. He led the research work underpinning South Africa’s Long-Term Mitigation Scenarios (LTMS, 2005–2008), an experience shared with Latin American countries in the Mitigation Action Plans and Scenarios (MAPS programme, 2010–2015). Other past work has included equity and future commitments to climate action; economics of climate change mitigation; energy scenarios for South Africa and Cape Town; the links between sustainable development and climate change; and renewable energy and mitigation.
Harald is jointly Editor-in-Chief of the Climate Policy journal. He worked with the Intergovernmental Panel on Climate Change for the third round on the Sixth Assessment Report, co-leading a chapter on mitigation and development pathways. In 2022-23, he was one of two co-facilitators of the technical dialogue of the first globacl stocktake (GST) under the Paris Agreement. He is interested in research on implications of the GST; just (energy) transitions and just resilience; low emission development strategies and nationally determined contributions. He has been a scientific adviser on the South African delegation to the climate negotiations.
