Analysis of the First Cycle of Local Hyogo Framework for Action (HFA)

The United Nations International Strategy for Disaster Reduction (UNISDR) launched the Making Cities Resilient Campaign – My City is Getting Ready – in 2010 with many partners engaged with cities and local development.

The overall goal of the campaign is to achieve resilient, sustainable urban communities, with a growing number of local governments taking actions to reduce disaster risks, based on common standards and tools. A longer-term objective is to empower local governments, through stronger national policies, to invest in risk reduction at the local level, as part of urban and regional development plans.

The UNISDR campaign entered its second phase in 2012, and the focus has shifted to more implementation support, city-to-city learning and cooperation, local action planning and monitoring of progress in cities. This project will review the work done to date through this campaign, aiming to evaluate its effectiveness and also identify future capacity-building priorities.

From this, the project also aims to produce a strategic multidisciplinary outlook to inform the future Hyogo Framework for Action (HFA2). It also aims to support effective self-assessments in conjunction with such exercises.
