The AI governance we want, call to action: liability, interoperability, sustainability & labour

The report outlines the 2024 work conducted by the Policy Network on Artificial Intelligence, highlighting key findings, sharing outcomes, and presenting policy recommendations on four key topics:

  • Liability as a mechanism for supporting AI accountability
  • Environmental sustainability within the Generative AI value chain
  • AI governance, interoperability, and good practices
  • Labour issues throughout AI’s life cycle

Structure of the Report

This report is divided into two parts:

Part 1 provides an overview of PNAI’s activities in 2024. Specifically, it summarizes key findings and selected recommendations across these four topics.

Part 2 contains detailed thematic reports prepared by dedicated PNAI subgroups. These reports feature in-depth analysis, examples, and insights on progress, policies, and regulations from different regions. Furthermore, each thematic report concludes with a set of multistakeholder recommendations for further action.

In December 2024, the 19th annual meeting of the Internet Governance Forum (IGF) in Riyadh, Kingdom of Saudi Arabia, and online featured discussions on the report and its recommendations.

Among the contributors, SEI’s Somya Joshi has provided key insights on two crucial aspects of AI governance:

  • Environmental Sustainability – Specifically, examining the ecological footprint of generative AI and advocating for green innovations and circular economies.
  • Interoperability – Additionally, addressing regulatory and technical gaps in AI governance to promote inclusive, global cooperation.

The Policy Network on Artificial Intelligence (PNAI) addresses policy matters related to the governance of Artificial Intelligence (AI). The primary goal is to foster dialogue, exchange practices and contribute to the global AI policy discourse. PNAI is a global multistakeholder effort hosted by the United Nations Internet Governance Forum, bringing together data governance experts, stakeholders and changemakers from across the world. It provides an open platform to share and develop expertise, insights, and recommendations.
