In 2008, Gov. Deval Patrick signed the Massachusetts Global Warming Solutions Act (GWSA) into law, which requires the state to set economy-wide greenhouse gas emission reduction goals to reduce emissions to 25% below 1990 levels by 2020 and 80% below 1990 levels by 2050.
To help develop policies to meet those goals, the state hired a team led by The Eastern Research Group (ERG) and including staff from SEI, Synapse Energy Economics, Abt Associates and Cambridge Systematics to provide strategic and analytical support to the GWSA process through January 2011.
As part of this project, SEI used its Long-range Energy Alternatives Planning System (LEAP) to develop a new energy and climate mitigation model for Massachusetts to examine what policies can best meet its emission reduction targets.
SEI used LEAP to create baseline emissions projections to 2020 and 2050 and also analyzed more than 50 different policies and measures that could be implemented to achieve these goals. The measures included major energy efficiency and technical measures such as the electrification of transport and deep energy efficiency retrofits of buildings as well as dramatic shifts in how the state might generate carbon-free electricity.
The model results informed the Massachusetts Clean Energy and Climate Plan for 2020.
