GIZ CASE project Indonesia

SEI, in partnership with Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), assisted with the Indonesian Energy Council‘s greenhouse gas mitigation planning strategies through a four-phase project focused on training policymakers to use the Low Emissions Analysis Planning (LEAP) for advancing climate policy and action.

SEI researchers are supporting the Indonesian Energy Council with training and technical assistance for stakeholders and policymakers on using Low Emissions Analysis Platform (LEAP) to plan their greenhouse gas mitigation efforts, with support from Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ).

Currently, three phases of this project have been completed:

  • Phase I: Basic training on the LEAP tool, including an overview of LEAP features and training stakeholders on turning climate modelling into climate policy for a variety of sectors, held in Bogor in July 2024.
  • Phase II: Primarily led by SEI scientists, this session introduced advanced and novel features of the LEAP tool, including energy supply modelling, energy affordability assessments and the Integrated Benefits Calculator to assess impacts from air pollution. The four-day workshop was held in a hybrid format in October 2024 in Tangerang.
  • Phase III: During this phase, SEI trained about 20 national mitigation experts on using advanced features of the LEAP platform for national mitigation planning, such as energy system optimization and multi-regional energy transmission electricity transmission modelling, led by SEI’s Charlotte Wagner. The team also provided hands-on support in the development of Indonesia’s national LEAP climate mitigation model. The workshop took place in Jakarta in April 2025.

During the ongoing fourth phase, SEI is providing continued technical assistance to the Indonesian Energy Council and other national experts in their development of a seven-region national model, that will allow detailed and realistic planning assessments of Indonesia’s national decarbonization efforts. The project is funded by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ).
