The aim of this Handbook is to provide guidance for government officers on how to improve the effectiveness of their national plans addressing the remaining demand for ozone-depleting refrigerants in the servicing sector. Interlinked activities in cooperation with the stakeholders are needed in order to achieve the necessary decrease in emissions.

Experiences show that changes in practices within the refrigeration servicing sector not only leads to phase-out of ozone depleting substances. The changes also lead to benefits for all stakeholders; the community, the equipment owners and the servicing companies, as the life-time of expensive equipment is increased and the energy consumption reduced.

The Montreal Protocol on Substances that deplete the Ozone Layer is part of the international management of chemicals. By sharing experiences on how necessary reductions are achieved though a market-driven transition and coordinated activities, this handbook could also be relevant to government officers working with other multilateral environmental agreements (e.g. the fluorinated gases under the Kyoto Protocol).
