This chapter outlines the elements and structure of a negotiation simulation exercise that was used for the University of Eastern Finland – UNEP Course on Multilateral Environmental Agreements (MEAs), held in Shanghai 2–12 November 2015. The scenario for the negotiation simulation focuses on substantive, institutional and procedural issues in negotiations. The simulation presents a hypothetical situation, but incorporates matters that surfaced in actual negotiations
