Hernando José Castro Palma

Hernando José Castro Palma is a Research Associate at SEI Latin America and a member of the Renewable Energy team. He is particularly interested in how legal, regulatory and institutional frameworks can enable a sustained energy transition and a more agile and equitable deployment of renewable energy. 

Before joining SEI, Hernando worked as a legal and regulatory consultant to companies, national and subnational governments, regulators, and international organizations across Latin America. At Colombia’s Ministry of Mines and Energy, he delivered legal opinions on public utilities, energy matters, and various regulatory proposals. As a lawyer, he has advised public utility companies on electricity and gas regulation and the energy transition, drafting and reviewing contracts and wholesale market transactions. He has also researched water governance and public utility regulation across Latin America.

Hernando is a lawyer and holds a specialization in Electricity and Gas Regulation from Universidad Externado de Colombia, a Master’s degree in Economic Law from Université Paris Nanterre, and a Master’s degree in General Public Law from Université Paris I Panthéon-Sorbonne.
