Team Lead in Finances for Transition

SEI, ahead of the upcoming procurement of a Team Lead in Finances for Transition within the Green Agenda for Armenia, Georgia, Moldova, and Ukraine project, invites potential suppliers to send requests for Information (RFI)

General description of the project

The project ‘Green Agenda for Georgia, Ukraine, Moldova, and Armenia’ (GA GUMA) brings together different government actors from the target countries: Armenia, Georgia, Moldova, and Ukraine, along with the SEI/international and national experts to deliver policy changes, make economies greener, improve environmental governance, stimulate investment, uptake innovative technologies, and create green jobs.

Armenia, Georgia, Moldova, and Ukraine are on the transition path where they need to transform into fair and prosperous societies with resource-efficient, modern, circular, and competitive economies, where environmental and climate actions are prioritized, and natural resources are used sustainably.

All countries cooperate closely with the European Union (EU) through different cooperation/association agreements and frameworks, such as the Eastern Partnership (EaP) and the Association/Partnership and Cooperation Agreements. In addition, Georgia, Moldova, and Ukraine aspire to become part of the EU, and recently, Moldova and Ukraine have been granted EU candidate status. Meeting EU membership requirements and international commitments will require transitioning to more modern, sustainable economies. All mentioned countries will need to strengthen the accountability of their institutions, the rule of law, democracy, and security, promote resilient, fair, and inclusive societies, accelerate the EU approximation process, and align their national laws, rules, and procedures with the EU’s, which requires close integration and alignment with the European Green Deal (EGD).

The project has two main objectives:

  • To support countries in their climate neutrality ambitions
  • To support countries in their EU accession/integration processes and ambitions

The project will be implemented through these thematic approaches/areas that cover the full spectrum of the European Green Deal:

  3. Building and renovation
  4. Smart mobility
  5. Mobilizing industry for a clean and circular economy
  6. Zero pollution/toxic-free environment
  7. From Farm to fork
  8. Preserving and restoring ecosystems and biodiversity.

  1. Finances for transition
  2. Digitalization
  3. EU acquis
  4. Just transition/GESEP

The project will be conducted through the following work packages:

  • WP1: Comprehensive Green transition Assessment/Gap Analysis
  • WP2: Development of Roadmap
  • WP3: Priority Project Proposals
  • WP4: Declaration
  • WP5: Technical Assistance and Capacity Building
  • WP6: Communication and Engagement

The project will deliver the following outputs:

  1. Comprehensive Green Transition Assessment (CGTA) reports for Armenia, Georgia, Moldova, and Ukraine
  2. Comprehensive national roadmaps enabling green transition/climate neutrality/EU integration
  3. Project proposals both nationally and regionally for technical assistance.
  4. Conduct awareness-raising and capacity-building activities among a wide range of stakeholders.
  5. Prepare the capacity-building (CB) plan for government authorities in target countries.
  6. Provide targeted technical assistance and urgent capacity-building support to implement the roadmaps.

The teams will comprise of team lead, international and national experts, and these teams will lead the development of the above-mentioned project outputs in their respective areas.

General roles of finances for transition team:

  • Conduct a comprehensive state assessment in the Finances for Transition thematic area in the four GUMA countries (desktop studies, data collection, a round of consultations with key stakeholders, reports preparations, etc.)
  • Support the development of the National Roadmaps for each target country, focusing on the Finances for Transition thematic area (baseline scenario preparations, possible pathway/scenario preparations, a wide range of consultations with key stakeholders, etc.)
  • Develop selected priority project concept notes/proposals in Finances for Transition area
  • Develop a capacity-building (CB) plan for government authorities in target countries in the Finances for Transition area (if any)

To realize green transitions in Armenia, Georgia, Moldova, and Ukraine, there is a need to mobilize finances, both from public and private sources, locally and internationally. The project will analyze how such transitions can take place in these countries, what kind of finances will be needed, and from where the funds can be mobilized and utilized (finances for transition).

Potential roles and responsibilities

The general responsibilities include:

  • Lead the development and timely delivery of project outputs (provide thematic leadership and coordinate team members)
  • Lead different types of meetings
  • Cooperate with other team leads in the project

The team lead will work closely with national and international experts within the Finances for Transition team.

Requirements for Team Lead (Finances for Transition)

  • Advanced university degree in a relevant field
  • A minimum of ten years of experience working on similar projects in the EU and/or GUMA countries (Armenia, Georgia, Moldova, and Ukraine)
  • Good knowledge of EU Green Deal policies in the area of Finances for Transition
  • Demonstrated knowledge of and experience working with the national government as well as regional governments in any EU country in a similar field
  • Fluency in English

Tentative timeline

The duration of the project (implementation phase) is from July 2023 to March 2026.
