Policy solutions for managing transboundary climate risks across regional economic communities in Africa

Adaptation Without Borders and SPARC, in collaboration with the African Union Commission Department on the Sustainable Environment and Blue EconomyAUDA-NEPAD and AGNES, are hosting a multi-stakeholder policy dialogue to advance the state of knowledge on transboundary climate risks and enhance cooperation on adaptation to manage them.

A recent study found that African policymakers are concerned with some 25 transboundary climate risks, with cross-border livestock and crop disease, regional displacement, and insecurity topping the list.

In our interconnected world, the impacts of climate change, as well as the mitigation and adaptation actions taken in one or more countries, can generate risks to neighbouring countries, or cascade across regions and the wider world. We call these ‘transboundary climate risks’. Africa’s Climate Change and Resilient Development Strategy and Action Plan (2022-2032) contains an action to “Enhance coordination between the regional economic communities and Member States in addressing and managing transboundary and cascading climate risks”.

Building on extensive analysis carried out by Adaptation Without Borders and SPARC, this policy dialogue will dive into transboundary climate risks to East and West African regional communities. The dialogue will explore potential ways of managing these risks within existing regional and continental frameworks, and distil financing mechanisms, priorities and next steps.

The dialogue will result in a roadmap of actions and steps to enhance coordination between the regional economic communities and Member States in addressing and managing transboundary and cascading climate risks in Africa.
