The Enhancing National Climate Services (ENACTS) program is a comprehensive approach designed to strengthen climate services by improving the availability, access, and use of climate information at national and local levels.
Developed through close collaboration with National Meteorological and Hydrological Services (NMHSs), ENACTS addresses one of the major barriers to effective climate services in many developing countries: the lack of spatially and temporally complete, high-quality climate data. ENACTS achieves this by combining quality-controlled station observations with globally available satellite rainfall estimates and climate model reanalysis products to generate high-resolution gridded datasets for rainfall, temperature, and other climate parameters. These datasets typically cover more than 45 years at approximately 4 km spatial resolution, enabling detailed monitoring and analysis of climate variability and change across sectors such as agriculture, water resources, health, disaster risk management, energy, and infrastructure planning.
Beyond data generation, ENACTS places strong emphasis on translating climate data into actionable information and services that support decision-making. The initiative includes a suite of tools and platforms such as the Climate Data Tool (CDT), Automatic Weather Station Data Tool (ADT), Data Sharing Tool (DST), and interactive online Maprooms that enable users to visualize, analyze, and apply climate information in operational contexts. ENACTS also invests heavily in capacity strengthening through technical training, co-development, and user engagement to ensure sustainability and ownership within national institutions. Implemented in more than 20 countries across Africa and other regions, ENACTS has become a leading framework for democratizing access to climate information and strengthening resilience to climate variability and climate change.

The ENACTS Maproom is an interactive online climate information platform designed to make climate information easily accessible and usable for decision-makers, practitioners, and the general public. Built on the high-resolution ENACTS datasets, the Maproom provides user-friendly visualization and analysis tools for rainfall, temperature, drought, onset and cessation of rainy seasons, extreme events, and other climate indicators at national and sub-national scales. Users can generate maps, graphs, and download them for their specific locations and time periods, supporting applications in agriculture, water resources, health, disaster risk management, energy, and climate adaptation planning.
The Maproom is developed in close collaboration with National Meteorological and Hydrological Services (NMHSs) to ensure national ownership and operational sustainability, while recent transitions toward Python-based platforms are further enhancing performance, flexibility, interoperability, and user experience.
