Adaptation to climate change at the local community level can reduce the vulnerability of individuals and households to climate impacts.
However, ‘community-based’ does not mean that communities can adapt entirely on their own to climate variability and change. The success of community-based responses depends on the wider enabling conditions, which are facilitated by external institutions and policies.
