This guidance document outlines a framework for establishing sustainable domestic financing for the sound management of chemicals and waste. It addresses the challenge of inadequate national funding in developing countries and economies in transition by providing a strategic roadmap for institutional strengthening. The scope includes the internalisation of costs across the chemical value chain, primarily through the polluter pays principle. Methodologically, the text integrates strategic pillars such as leadership coordination, legislative mapping, and multi-sectoral engagement to mainstream financing into national development plans. Key findings indicate that effective domestic mechanisms, including taxes, fees, and extended producer responsibility schemes, are essential to reduce reliance on external donor funding. These measures ensure that national administrations can effectively manage health and environmental risks while achieving economic benefits.

This guidance document was developed and overseen by the Division of Environmental Health at the University of Cape Town (UCT) in the context of UNEP Special Programme funded research. SEI was responsible for the development of Part 2 of this guidance document, titled Menu of Financing Options. This section provides a detailed overview of different financing mechanisms for institutions governing the Sound Management of Chemicals and Waste (SMCW). It highlights relevant challenges and advantages related to the implementation and outcomes of various financing mechanisms to be considered when implementing these options.
