Pathways for policy coherence in implementation of NDC and SDGs in Viet Nam and the role of civil society

This brief highlights links between Vietnam’s first nationally determined contribution under the Paris Agreement and related action plan, and national plans for implementing the Sustainable Development Goals with insights from the NDC-SDG Connections tool.

In 2016, Vietnam ratified the Paris Agreement and submitted its nationally determined contribution (NDC) towards the implementation of the agreement. It adopted the national Plan for Implementation of the Paris Agreement in the same year. A National Action Plan for the Implementation of the 2030 Sustainable Development Agenda was endorsed by the Prime Minister’s Office in 2017.

A key objective of the brief is to explore interlinkages between Vietnam’s climate action framework and its commitments under the 2030 Agenda to identify potential opportunities and challenges for joint implementation of the two agendas domestically. It also seeks to identify overlaps between the two, to help avoid duplicated work in implementation. Finally, it examines the role of NGOs working at the nexus of the two agendas in Vietnam. It was originally drafted to inform the voluntary national report of progress on implementing the 2030 Agenda, at the 2018 High-Level Political Forum in New York.
