The project experts developed the green reform indicators based on the principle that the data needed for calculating and monitoring the indicators should be available. However, when necessary, the initiation of new data collection was also recommended.
The experts used international policy documents, frameworks, and scientific research as foundations in creating the indicators and typology for the green economy and just transition. The primary sources for developing the green economy indicators included international political agreements (such as the Paris Agreement and the EU Green Deal), UN initiatives (e.g., the SDGs), and studies by economic organizations and research institutions (OECD, IPCC, World Bank).
These documents provided the basis for defining indicators to monitor and guide the economy’s transition toward more sustainable and socially equitable development. When adapting these frameworks to the Estonian context, it was also important to consider the availability of data and its regular collection to track ongoing changes.
