Reviewing Estonia’s county-level planning practices through municipalities’ implementation experiences

SEI Tallinn supports the Estonian Ministry of Economic Affairs and Communications in reviewing regional spatial plans by collecting and analysing municipalities’ practical experiences. It aims to identify obstacles and added value in implementing county-level planning and provide input for strategic improvements in Estonia’s spatial planning system.

Project aims

  • Collect qualitative data on the experiences of local government specialists and decision-makers in using county plans.
  • Analyse the practices, challenges, and impact of using spatial plans.
  • Develop recommendations to modernize the planning system and support a new national planning practice.
  • Identify future needs for strategic planning.
