UCFS Singapore 2026: Breakfast briefing in partnership with Stockholm Environment Institute

Asia-Pacific is at the centre of the global climate finance gap. Adaptation needs are rising fastest in the region least served by international capital, and within those economies the communities most exposed to climate impacts, smallholder farmers, women, micro-entrepreneurs, indigenous and rural households, remain effectively excluded from the financial system. The barriers are well-documented but rarely tackled together: weak local financial intermediation, missing data on climate-vulnerable borrowers, limited investor familiarity with adaptation as an asset class, and a shortage of finance professionals fluent in both climate science and inclusive finance instruments. 

Stockholm Environment Institute (SEI) Asia is addressing both sides of this gap through two complementary programmes: 

  1. the Capacity Building for Inclusive Climate Finance project, funded by the Rockefeller Foundation; and 
  2. the Inclusive Climate Finance for Vulnerable Communities in Asia-Pacific (ICCAP) programme. 

These two projects are designed to be mutually reinforcing and addressing barriers to adaptation finance in the region (which were documented as a result of the first work stream of the Rockefeller Foundation funded project): capacity-building creates the professional support and analytical literacy needed for institutions to design inclusive climate-finance products, while ICCAP and the Regional Adaptation Investment Facility (RAIF) create the deployment channel through which that capacity becomes lending, investment and adaptation outcomes on the ground. 

Against the backdrop of the Unlocking capital for sustainability Singapore summit and its theme, “Igniting capital, powering progress”, this exclusive, invitation-only breakfast briefing will examine the barriers preventing capital from reaching vulnerable communities and showcase practical solutions to close both the capacity and financing gaps. The session will feature the launch of new insights on the barriers to inclusive climate finance in Asia-Pacific, alongside two complementary solutions: strengthening the skills and capabilities of finance professionals through climate finance training, and mobilising investment through RAIF.
