SEI signs memorandum of understanding to support air quality monitoring in Togo

Stockholm Environment Institute’s Africa centre (SEI Africa) has signed a memorandum of understanding (MoU) to formalizes its collaboration with the government of Togo in air quality monitoring.

The MoU, signed on 15 July 2025, will facilitate collaboration between SEI Africa and Togo’s Ministry of Environment and Forest Resources in the Togo Air Quality Project (PQAT).  

The national project, led by the Ministry of Environment and Forest Resources (MERF) and managed by the National Agency for Environment Management, seeks to improve air quality across Togo for the benefit of the environment and public health. In its first phase that runs from 2025–2029, PQAT targets 11 cities corresponding to 23 urban municipalities: Lomé, Aného, Tsévié, Tabligbo, Notsé, Kpalimé, Atakpamé, Sokodé, Kara, and Mango et Dapaong. 

SEI, in partnership with UNEP through the Clean Air for Enhanced Urban Climate Resilience in Africa Cities project, has been supporting governments to strengthen their air quality data systems through the installation of air quality sensors, conducting policy dialogues, capacity building, and fostering regional cooperation under the Africa Clean Air Program.  

Key areas of collaboration  

  • Support national air quality sensor networks. 
  • Co-develop air quality modeling and emissions inventory. 
  • Provide technical assistance and capacity strengthening. 
  • Support integration of air quality data with health and climate co-benefits. 
  • Develop a data management platform. 
  • Develop robust data transmission and knowledge exchange infrastructure. 

This partnership continues to expand SEI’s networks across Africa, drawing lessons and insights from similar engagements the organization has had in Zambia, Tanzania, Uganda, Ethiopia and Namibia. SEI is committed to bridging science, policy and practice by supporting governments in using data for informed decision-making.
