Kira Kappe

Kira Kappe is a Research Associate at SEI Headquarters in the Global Agendas, Climate and Systems Division. Her research focus is on EU law and policy analysis in the context of securitization, policy coherence and climate change adaptation.

Previously, Kira served as an intern for EU policy analysis in SEI’s International Climate Risks and Adaptation team. In this role, she conducted literature reviews on climate adaptation strategies within an EU context, contributed to the development of a web-based tool for the EU Green Policy Tracker, and researched the securitisation of EU policymaking.

Prior to joining SEI, Kira completed a traineeship at the European Parliament, working in the office of MEP Peter Liese. During this period, Kira was employed within the framework of the Parliament’s ENVI committee, where her duties included writing summaries and updates on various legislative proposals and preparing meeting documents. Additionally, Kira gained experience as a volunteer research assistant for the Pesticide Action Network (PAN) Europe, where she independently studied the pesticide legislation in Austria and Germany.

Kira’s academic background is in European law from Maastricht University and International Environmental Law from Stockholm University. During her studies, she pursued an interdisciplinary minor in sustainability and composed a handbook on EU Environmental Law, as well as a legal guide on the European Green Deal as part of the Law Faculty’s Honours Programme. Beyond these academic pursuits, Kira’s research interests include inter- and intragenerational justice, the resolution of conflicts between different legal domains, and climate change litigation cases.
