The study will analyse the future use of alternative gases (hydrogen, biomethane, etc.) in the system and the conditions for common quality standards. It will also account for the possible contribution of the joint gas market in Estonia towards its decarbonization.

This study will provide the Department for Energy of the Estonian Ministry of Economic Affairs and Communications (MEAC) and DG Reform with the necessary recommendations to achieve the main outcome of the development of a new legislative framework adopted for decarbonizing the Estonian gas market by 2050.

As part of this study, a climate-neutral pathway modelling, socio-economic impact assessment, risk analysis and the development of a policy action plan will be carried out. This will provide structured, comprehensive recommendations that will assist MEAC in improving its capacity to design, develop and implement the necessary reforms to achieve a fully climate-neutral gas market by 2050.
