The concept of personal carbon trading (PCT) emphasises the role of consumers. It is based on the idea that each citizen is allocated a carbon quota, as part of a cap and trade scheme. The carbon quota can be entirely used or partly sold to others. The cap could initially be set at current emission levels and gradually be reduced to meet the emission targets.

Most PCT schemes suggested have originated from the UK and have mainly been discussed in the UK context.

In this project, the SEI further explores the idea of PCT and investigates how it would fit among other policy instruments, in particular in Sweden. In addition to comparing PCT with other initiatives to meet the climate goals, possible effects of PCT are being discussed.
