Fostering EU-LAC regulatory and technical cooperation for methane emissions reduction

Reducing methane emissions is now a top priority in the bi-regional political agenda between the European Union (EU) and Latin America and the Caribbean (LAC). This project aims to foster political convergence and strengthen cooperation on methane mitigation by aligning regulatory frameworks, enhancing Monitoring, Reporting and Verification systems, and advancing mitigation strategies in the energy, waste, and agriculture sectors.

Methane (CH₄) is a powerful greenhouse gas, responsible for about 30% of global warming since the pre-industrial era. Although it remains in the atmosphere for less time than carbon dioxide, its short-term warming potential is over 80 times greater. Reducing methane emissions has therefore become a key strategy for achieving near-term climate goals.

This project supports stronger cooperation between the European Union (EU) and Latin America and the Caribbean (LAC) to tackle methane emissions. It builds on EU leadership through initiatives like the Global Methane Pledge and the EU Methane Regulation (2024/1787), which sets strict rules for monitoring, reporting, and verification (MRV) in major emitting sectors.

Through research, dialogue, and stakeholder engagement, the project aims to build the foundations for long-term, regionally tailored strategies to reduce methane emissions in line with global climate commitments.

Partners & Funders

Our work focuses on three main areas:

  1. Sectoral Studies: We are analyzing methane emissions and policy frameworks across the energy, agriculture, and waste sectors in Mexico, Costa Rica, Brazil, Chile, Argentina, and Colombia. This includes technical assessments of MRV systems, institutional capacity, and policy gaps.
  2. Regional Report: Based on these findings, we are developing a comparative report that highlights best practices, regional trends, and opportunities for aligning LAC policy approaches with EU standards. The report is being shaped using co-created criteria developed with regional stakeholders.
  3. Policy Dialogue: A high-level policy workshop will be held during the 10th Energy Week (OLADE) in Santiago, Chile. This event will bring together key actors from both regions to validate findings, foster convergence, and provide input for future EU-LAC cooperation on methane.
