Transitioning to carbon neutral heating and cooling in Estonia by 2050

The objective of this study is to identify possible scenarios that can help achieve a carbon neutral heating and cooling sector in Estonia by 2050.

The analysis will consider at least three different scenarios compared with the BAU scenario towards the carbon neutral heating and cooling sector and will be accompanied with socio-economic impact assessments and action plans for each scenario to support in deciding the pathway. Relevant solutions and technologies considered in the scenarios will take into account Estonian climate conditions and existing infrastructure and energy efficiency measures that the heating and cooling sector can effectively implement.

The results of these activities will be synthesized in a final report and training materials that will provide Estonian officials with a clear understanding of the benefits associated with different pathways to heating and cooling decarbonization and an evidence base for future policy recommendations to scale Estonia’s low carbon transition.
