Two Pathways Towards SDG – NDC Policy Coherence in Colombia

The first project Perspectives on the implementation of the 2030 Agenda in the light of the Paris climate change agreement aims to gather perspectives on the implementation of the Sustainable Development Goals in Colombia in terms of its coherence with the Paris agreement.

The project, funded by Minciencias, will determine how far Colombia has gotten in this process and will suggest national policy frameworks and agendas. It will also examine the opportunities of working in favor of green growth, a key policy issue in current Colombian strategies. This will be possible by establishing criteria to determine which policies need to be prioritized to generate a smaller environmental footprint over the next decade. In this sense, the project will focus on those purposes of climate action aimed at decarbonizing the country’s development pathways.

In parallel, the National implementation of global goals: Coherence between Nationally Determined Contributions and the Sustainable Development Goals project, funded by Formas and in partnership with SEI HQ and Linköping University, takes the next step in policy coherence research, aiming to enhance the effectiveness of policy coherence efforts at the national level through the implementation of climate policy and the SDGs. Building on SEI’s existing analysis, this project uses a robust framework for comparative analysis of in-depth country cases representing different levels of vulnerability and fossil fuel dependence: Australia, Colombia, Fiji, and Sweden. This project will be focusing primarily on intra-governmental policy processes and institutional interactions in dictating coherence between various agendas and policies.

Both projects seek to establish linkages of mutual benefit that will support national frameworks for compliance with international commitments.

Methodology

The two projects echo calls from the scientific community to focus on national implementation and to understand domestic factors influencing climate ambition. In addition, both projects share underlying similarities, which include the identification of institutions with direct and indirect mandates in the implementation of the commitments of the 2030 Agenda and the Paris Agreement, to identify possible synergies between the two development agendas. That is why, the two projects will consist of a shared analytical framework, stakeholder mapping, policy analysis, interviews, and workshops.
