Financing carbon capture, utilization and storage (CCUS) – the Swedish example

This report provides an overview of the development, financing and commercialization of carbon capture, utilization and storage (CCUS) in Sweden, finding that most initiatives remain at the R&D, feasibility or pilot stage.

Highlighting the progress of 73 CCUS-related initiatives within Sweden between 2009 and 2025, the authors of this report identify high costs, uncertain revenue streams, limited commercial readiness and financing gaps as key barriers to large-scale deployment. They also discuss the role of public funding, technology choices and emerging business models, with Stockholm Exergi’s BECCS project presented as a leading example of a bankable CCUS model.

Overall, the report shows that stronger policy support, predictable revenues and blended finance mechanisms are essential for scaling CCUS in Sweden’s hard-to-abate sectors.
