Over 100 people from government, non-government organizations, and people’s organizations were involved in the 15 planning workshops.

The project was implemented in collaboration with the Provincial Government of Cagayan, the Municipality of Calayan, and the line agencies Bureau of Fisheries and Aquatic Resources (BFAR) and Department of Environment and Natural Resources (DENR).

The lessons learnt from the planning process provide a commentary on Integrated Coastal Management (ICM) which has become institutionalised as the dominant coastal resource management paradigm in the Philippines, and the challenges to the exercise of the non-coercive policy instruments.
