Advising the preparation of Tallinn Circular Economy Development Plan 2035

SEI Tallinn advises the Tallinn Strategic Management Office on preparing the Tallinn Circular Economy Development Plan 2035 and on the main proposed activities of the plan’s action programs.

Transitioning to a circular economy is part of Tallinn’s vision in the development strategy “Tallinn 2035.” The Circular Economy Development Plan 2035 establishes connections between the circular economy and the city’s other areas of activity. Among other things, it clarifies how the circular economy contributes to the implementation of goals in other sectors and vice versa, including:

  • how the circular economy sector contributes to reducing carbon emissions by 40% (compared to 2007) and achieving climate neutrality by 2050 (the city’s strategic goal “Green Transition”);
  • how to increase the share of recycled materials to over 65% of municipal waste (“Green Transition” target), reduce the volume of mixed municipal waste and the share of landfilled waste, and enable waste prevention (environmental protection sector);
  • how to increase the share of public procurements that include sustainability criteria (governance and support services sector);
  • how to contribute to sustainable tourism (Global Destination Sustainability Index or GDS Index, business environment sector).

Additionally, the development plan must describe the social indicators that must be considered during the transition to a circular economy.
