Improving Early Warning Systems in the Indian Ocean

Overall it is apparent that progress has been made in strengthening institutions and policies for Disaster Risk Management (DRM) and Early Warning Systems (EWS) however there has been limited progress in taking the necessary actions to adapt existing policy and institutional environments so as to provide the necessary conditions to effectively implement technology-community linkages (the ‘last mile’) and to mainstream DRM approaches.

However, despite this awareness there has been limited progress in taking the necessary actions to adapt the existing policy and institutional environments so as to provide the necessary conditions to effectively implement technology-community linkages (the ‘last mile’) and to mainstream DRM approaches.

A series of recommendations is made to address the constraints and limitations:

  •  To enable the translation of generic policy and guidance into sub-national context.
  •  To better support to practitioners in navigating and reconciling multiple needs and priorities.
  •  To appreciate and address cognitive and normative differences amongst stakeholders.
  • To improve platforms for knowledge sharing and collective negotiation of policy targets.
