Local government wind and solar energy project handbook

The handbook follows the procedural life cycle of local level wind and solar energy projects, from the conception of the idea and the choice of location to the implementation of the solution.

The handbook is intended for wind and solar project developers and local governments to understand and facilitate the process.

The handbook provides a step-by-step guide to both developers and procedural officials on the various related processes, the necessary permits and legal restrictions, the potential impacts and the necessary mitigation measures, with examples based on current practices.

The process is first considered schematically in an overview, detailing the specificities and requirements for the energy supply of buildings for different purposes and for the development of solar and wind farms in densely populated and sparsely populated areas.

The project is funded by the Estonian Ministry of Economic Affairs and Communications.
