The objective of the project is to apply and further develop co-creation methodology throughout the entire transport reform process and to organise at least two co-creation events in each of the seven selected regions (14 events in total). The project engages local governments, community organisations, transport organisers, entrepreneurs, and representatives of various interest groups, including vulnerable groups. The project seeks to improve trust and understanding among user groups regarding the changes associated with the reform and to help create a data-driven, environmentally sustainable, and user-centred proposal for public transport route network reform.
The project’s focus regions are Saaremaa, Western Harju County, Eastern Harju County, Rapla County, Lääne County, Ida-Viru County, and Lääne-Viru County.
SEI Tallinn acts as a co-creation expert and is responsible for:
developing and adapting the co-creation methodology;
organising regional workshops and ensuring the meaningful engagement of participants;
advising the ministry on communication activities;
preparing interim and final reports.
The workshops use a backcasting approach and role-playing exercises to identify the needs of different user groups. Participants are selected using purposive sampling, taking regional specificities into account.
The project is commissioned by the Estonian Ministry of Regional Affairs and Agriculture. Engagement and co-creation activities are co-funded by the European Union within the framework of the Government Office’s co-creation accelerator programme.
