Currently, there is no coherent policy framework in Estonia from the strategic level up to the actual built environment that would support the national spatial plan “Estonia 2030+” and its link with the state budgetary system (financial plans and programs).

The aim of this project is to provide the Department for Building and Living Environment of the Estonian Ministry of Climate and DG Reform with the necessary recommendations to achieve the main outcomes of:

• The adoption of a spatial planning development strategy and an action plan for the development of the e-construction services to support high-quality development;
• Putting in place the institutional arrangements to support the implementation of the strategy and action plan, including policy framework and coordinating system, and the roles and responsibilities of all stakeholders.

Specifically, the project will involve:

• publishing a report on policy recommendations,
• a report on a proposal for the preparation of a spatial development strategy,
• a report on recommendations to improve the governance and coordination system for spatial decisions
• and an action plan for the further development of the e-construction services in spatial development.

SEI Tallinn is responsible on developing report on recommendations to improve the governance and coordination system for spatial decisions. The aim is to provide recommendations on how the current lack of coordination among Estonian ministries and institutions on spatial decisions could be addressed, in view of the implementation of the spatial development strategy.
