SAFEWIN

SAFEWIN is a research project on how offshore wind power can be combined with environmental monitoring and the protection of critical infrastructure. The project examines technical, legal and organizational solutions for cooperation between civilian and military actors.

Offshore wind power can offer more than just renewable energy. The technology already exists for dual use, where wind turbines are also employed for other purposes such as environmental monitoring and security. This creates many new opportunities but also raises questions about how the technology can be introduced responsibly while taking national security interests into account.

Many of these questions will be addressed within the framework of SAFEWIN, a collaborative project led by the Stockholm Environment Institute (SEI) together with Blekinge Institute of Technology (BTH), the Swedish Defence Materiel Administration (FMV) and the energy company OX2.

The project will develop scalable models for dual use that link civilian surveillance and environmental monitoring technologies with the needs of the Swedish Armed Forces. This includes technical feasibility, secure frameworks for data sharing between civilian actors and the defence sector, as well as legal and institutional coordination. At the same time, the project creates new forms of cooperation between energy companies, public authorities and research organisations.

SAFEWIN contributes concrete results that can be used for future offshore energy projects.

SAFEWIN is led by SEI together with Blekinge Institute of Technology (BTH), the Swedish Defence Materiel Administration (FMV) and the energy company OX2. The project is funded by Formas. OX2 and FMV contribute with self-financed resources.
