The rationale of the initial five-year programme is to enhance capacity and to better understand and manage risks associated with global change, in particular climate variability and change. Existing national academic institutes within the regions will have a central coordinating role. They will facilitate the assembling and support of the targeted resource groups, and create links between science
and policy.
