Empowering Colombia’s Just Energy Transition

Colombia is at a critical moment in its energy transition. This project supports Colombia’s just energy transition by strengthening the renewable energy ecosystem and facilitating the large-scale deployment of renewable energy projects in a way that is technically sound, socially inclusive, and aligned with national and global climate goals.

The project adopts a systemic and participatory approach to support the expansion and integration of non-conventional renewable energy sources into Colombia’s national electricity grid. It combines technical analysis, policy design, and stakeholder engagement to address key bottlenecks that currently limit the deployment of large-scale renewable energy projects.

Working closely with public authorities, local actors, and other relevant stakeholders, the project will identify the regulatory, planning, and market changes required to enable renewable energy projects to materialize. Based on this analysis, it will jointly develop a comprehensive strategy with authorities to introduce these changes, including the design of demonstration auctions and the strengthening of institutional capacities.

A strong focus is placed on social acceptance and territorial equity. The project will co-design clear and practical benefit-sharing guidelines with local communities, with particular attention to wind energy development in La Guajira. It will also facilitate learning and the exchange of best practices among local actors involved in renewable energy projects.

In parallel, the project will support the co-development of enabling conditions for offshore wind energy through targeted policy-oriented products, and the design of a coal phase-out timeline and strategy grounded in robust technical analysis and scenario modelling.

Overall, the project aims to drive a new narrative around Colombia’s energy transition—one that highlights its economic, social, and environmental benefits, and supports a culturally grounded shift towards a low-carbon, just and inclusive energy future.
