Policy and steering instrument recommendations for climate resilience

Climate change poses a growing threat to regions across Europe, with more frequent and severe weather events disrupting communities, economies and ecosystems. Adaptation is essential to build resilience and protect vulnerable areas, but it requires adequate planning, coordination and policies.

This publication presents recommendations developed under the Regions4Climate project to help European regions strengthen climate resilience by better aligning policies, strategies, and development frameworks

The recommendations were created for the 12 European regions participating in the Horizon Europe-funded Regions4Climate project. These 13 recommendations aim to help regions adapt faster, smarter, and more systemically, while addressing the needs of vulnerable communities and ensuring long-term sustainability.

The recommendations are targeted at local and regional actors involved in policy and steering instruments related to climate adaptation, resilience, regional development, and innovation. The recommendations are based on an in-depth analysis of the steering and policy instruments in the Regions4Climate regions.
