ChemClimCircle-2: Fostering implementation of the ChemClimCircle approach to Green Public Procurement in the Baltic Sea Region

ChemClimCircle-2 (CCC-2) is a project aimed at transforming public procurement by integrating climate protection, circular economy and chemical reduction principles.

2025–2028

ChemClimCircle-2 builds on the previous ChemClimCircle-1 project and the approach developed during the project. 

Working alongside municipalities, cities and experts, CCC-2 develops sustainable procurement processes that drive demand for environmentally friendly products and services. The project creates tools, training materials, and a comprehensive operating model for sustainable procurement, while also developing practices to incorporate toxic chemicals, climate issues and circularity. The operating model will be tested through procurement pilots in municipalities, each implementing at least three high-impact procurement cases, advancing the transition to a more sustainable future.

The project focuses on the following activities: 

  • Linking climate protection, circularity and chemicals reduction in public procurement.
  • Piloting, documenting and evaluating about 50 procurement cases across the Baltic Sea Region.
  • Developing a monitoring concept and impact assessment criteria.
  • Creating and deploying the ChemClimCircle Navigator for Green Public Procurement.
  • Enhancing capacity-building and share knowledge on sustainable public procurement practices.

The role of SEI Tallinn in the project:

  • Leading the development of the project framework, refining the ChemClimCircle approach based on lessons learned from the previous project (CCC-1). This includes assessing obstacles and concerns in procurement and preparing the project for its next phase.
  • Supporting the development and implementation of an innovative monitoring system for Green Public Procurement. This includes developing guidance documents for partners, collecting data, and assessing the success of procurement cases based on sustainability criteria.
  • Contributing to the development of the methodology for evaluating the environmental impacts from CCC procurements. This will involve assessing outcomes related to CO2 emissions, circularity, and the reduction of harmful substances.
  • Leading the piloting and monitoring of procurement processes, overseeing the implementation of procurement cases across municipalities and regional authorities.
  • Contributing to revising and fine-tuning the ChemClimCircle Navigator, ensuring it integrates the project’s tools, frameworks and best practices for Green Public Procurement.
  • Supporting the development of training materials and programs for users of the Navigator, ensuring effective implementation and adoption across public authorities.
