Establishing a Clean Air Center in Madagascar

This project will strengthen air quality governance across Indian Ocean Commission (IOC) countries by supporting evidence-based recommendations, improved data and monitoring systems, stakeholder engagement, and targeted capacity building.

It will also lay the foundation for an IOC Clean Air Center to provide regional science-policy advice, coordination, capacity building and resource mobilization, while helping countries develop a pipeline of bankable clean air and SLCP initiatives.

In parallel, SEI will support the Africa Clean Air Programme (ACAP) Centres of Excellence through a common framework, knowledge exchange and quality assurance, and undertake a global review of national SLCP planning and methane roadmaps.

Together, these efforts will strengthen regional coordination, improve alignment of clean air and SLCP priorities, and support countries in moving from planning and evidence to implementation.

Objectives

Activities to be carried out are aimed at achieving the following outcomes:

• The governments of the IOC have strengthened regulatory frameworks for air quality management by the end of the project or soon after;
• An IOC Center for Clean Air is set up and IOC governments secure political and financial support for its long-term operation by the end of the project or soon after;
• The IOC endorses project proposals/initiatives for enhancing air quality management for submission to public and private funding sources by the end of the project;
• ACAP Centres of Excellence are effectively coordinated, ensuring alignment, quality assurance, and regional harmonization of approaches across participating institutions;
• Improved global understanding of the status and gaps in national SLCP planning and methane roadmap development, enabling more targeted support and stronger alignment with reporting framework.
