Senegal National SLCP Plan and Methane Mitigation Roadmap

In collaboration with the The Ministry of Environment and Ecological Transition (METE) in Senegal, this project will support national efforts to assess short-lived climate pollutant (SLCP) emissions and inform mitigation actions within climate planning processes.

Active project

2026–2027

Building on existing national resources, including Senegal’s greenhouse gas (GHG) emissions inventory and Methane Inventory, the project will develop Senegal’s first national SLCP mitigation assessment using the LEAP-IBC tool. Funded by the Climate and Clean Air Coalition (CCAC) and implemented in collaboration with the Ministry of environment and ecological transition, the project will establish a multi-sectoral technical working group comprising national experts from key modelling sectors, including energy, transport, agriculture, livestock, waste, and industry.

The project team will work closely with the technical working group to identify national priorities for SLCP mitigation and to co-develop a technical assessment of SLCPs, air pollutants, and GHG mitigation options using the LEAP-IBC tool. The assessment will generate evidence-based recommendations to support the integration of SLCP mitigation measures into Senegal’s next Nationally Determined Contribution (NDC) update and the national monitoring, reporting, and verification (MRV) system for the Government’s consideration.

Expected outcomes of the project include:

  1. Official adoption by the Government of Senegal of the National Plan for the Reduction of Short-Lived Climate Pollutants (SLCPs), as a strategic instrument for implementing national climate commitments.
  2. Validation and approval of the National Methane Roadmap, defining sector-specific objectives, priority mitigation measures, and an implementation timeline aligned with international frameworks.
  3. Integration of SLCP emissions reduction measures and/or targets into Senegal’s NDC and national climate planning documents.
  4. Sustained strengthening of the technical and institutional capacities of the Government of Senegal and relevant national stakeholders in policy formulation, sectoral planning, modelling, and implementation of SLCP mitigation actions..

Establishment and adoption by the Government of Senegal of a robust national Monitoring, Reporting, and Verification (MRV) framework for SLCP emissions, covering priority sectors and aligned with the transparency requirements of the UNFCCC.
