Your guide to SEI at COP30

The 30th Conference of the Parties (COP) to the United Nations Framework Convention on Climate Change (UNFCCC) is hosted by the Government of Brazil between 10–21 November 2025 and will be held in the city of Belém, Brazil’s gateway to the Amazon. A Heads of State Summit will take place on 6–7 November ahead of the main conference.

Delegates will discuss a range of priority issues, while remaining countries are expected to submit their Nationally Determined Contributions (NDCs) – setting out their commitments to accelerate climate action.

NDCs are catalysts for achieving the Paris Agreement – translating global ambition into national opportunity. As of mid-October 2025, only 31% of countries have submitted their national climate plans to the UNFCCC. Ambition remains limited.

The Paris Agreement threshold of 1.5°C is much more than a number on a thermometer, every fraction of a degree matters for reducing social, economic and environmental impacts around the world. Increased warming carries huge implications for societies, economies and political systems. It is not possible to adapt our way out of climate breakdown, thus mitigation and adaptation must go hand in hand. COP30 is a pivotal time to increase ambition and efforts across all sectors and implement evidence-based action at pace.

SEI Scientist, Silvia Ulloa, NDCs modelling expert and Lead of the SEI NDCs+ program says:

To deliver on the promise of the Paris Agreement, countries need both bolder commitments and credible plans to implement them. SEI stands ready to support governments in designing NDCs that are ambitious, actionable, and finance-ready, accelerating progress toward a just and resilient low-carbon future. Raised ambition must be designed with credible implementation.

COP30 priorities

There are several significant agenda items that negotiators will be advancing at COP30. Chief among these are; the Global Goal on Adaptation (GGA) indicators under the UAE–Belém Work Programme, the UAE Dialogue on implementing the Global Stocktake outcomes, the Just Transition Work Program, the Enhanced Transparency Framework, Article 6, and Technology Mechanisms. NDCs and climate finance will also feature highly, although these topics are without an official titled space in the agenda.

Implementation discussions will simultaneously occur at COP30, through the Presidential Action Agenda; a convening space designed by Brazil for non-party and party stakeholders to collaborate and voluntarily intensify emissions reductions. Focus areas include: financing for low- and middle-income countries, stewarding forests, oceans and biodiversity, promoting adaptation and resilience, transforming food systems, the energy transition and unleashing enablers for change. To help mobilize the Action Agenda, the Brazilian government is calling for a “mutirão” – a collective global effort – for parties to join forces in a coordinated, diverse and transformative mobilization.
